Educational and personal certificates issued in Kerala usually need Home Department (HRD) attestation before they can go to the Ministry of External Affairs and then the destination country's embassy. For most GCC-bound documents, this Kerala-stage attestation is coordinated through Norka Roots, the Kerala government's department for NRI affairs, which authenticates certificates issued by Kerala institutes for use in the UAE, Saudi Arabia, Kuwait, Bahrain and Qatar.
Norka Roots operates through three Certificate Authentication Centres (CACs) — at Thiruvananthapuram, Ernakulam and Kozhikode — rather than an office in every town. As part of our end-to-end service, we collect your certificates from wherever you are in Kerala, route them through the nearest CAC for Home Department/Norka attestation, manage the MEA and embassy stages, and return your completed documents to you.
Which route your document needs depends on the destination country, not on where in Kerala it was issued. If your destination has signed the Hague Apostille Convention — the United Kingdom is a common example — your Kerala-issued certificate generally needs an MEA apostille: a single stamp from the Ministry of External Affairs after the Home Department/Norka stage, with no embassy involvement.
If your destination has not signed the Hague Convention — this covers most Gulf countries, including the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman — your document instead needs full attestation: Home Department or Norka Roots attestation, then MEA attestation, then attestation by that country's embassy or consulate in India. For several Gulf destinations, embassy attestation in India isn't always the final step. Once your document reaches the destination country, its Ministry of Foreign Affairs (MOFA) may need to attest it again locally before it's accepted by the employer, university or local authority there — separate from and in addition to the embassy attestation completed in India. This typically happens once you or your sponsor is in the destination country, or through a local agent there; we can advise on when it's likely to apply based on your destination.
A large number of our enquiries come from family members handling attestation on behalf of a relative already working overseas. If you're based abroad and need a certificate issued in Kerala attested, a parent, sibling or spouse can hand over the original document to us, and we manage pickup, the Kerala and MEA stages, and courier the completed document either back to Kerala or on to your overseas address, depending on what you need — a common scenario for renewing a work visa or sponsoring a spouse or child to join you abroad.
Not every document belonging to a Kerala resident was necessarily issued in Kerala — it's common to hold a degree from a college in another state, or a personal certificate issued elsewhere before moving to Kerala. In these cases, first-stage attestation is done by the issuing state's authority, not Norka Roots, since Norka Roots attests only certificates issued by Kerala institutes. We simply route the document through the correct issuing state's process first, then continue with MEA and embassy attestation as usual — tell us which state issued your certificate and we'll confirm the right starting point.
